Task One: Media Magazine article and questions

Read the Media Magazine article: From Local Press to National Regulator in MM56 (p55). You'll find the article in our Media Magazine archive here. Once you've read the article, answer the following questions:

1) Keith Perch used to edit the Leicester Mercury. How many staff did it have at its peak and where does Perch see the paper in 10 years' time?


Keith Perch said that at its peak newspapers had once employed 130 journalists, he thinks that in the future newspapers will become weekly, extremely expensive and have a very small circulation and most likely be online only. It will most likely be hard for it to generate any sort of income and would only have between 5 or 6 staff members.

2) How does Perch view the phone hacking scandal?


Perch thinks that the phone hacking scandal should've been dealt with the by police and that newspapers shouldn't have to be regulated and that they can regulate themselves based on the law and readership.

3) What does IPSO stand for and how does it work?


IPSO stands for Independent Press Standards Organisation. A newspaper has 28 days to deal with a complaint. If it hasn’t been resolved, the complainant can then take it to the IPSO Complaints Committee, which will decide if the Editor’s Code of Practice has been broken. If it has, the Committee can insist on corrections and demand that they be placed on a particular page.

4) What is Perch's view of newspaper ownership?


Perch says that people such as Rupert Murdoch who own multiple news companies shouldn't be forced to sell their titles. "Rupert Murdoch is as entitled to his say as your or i". He argues that the audience choose what they would like to watch and read and therefore if they would like to read papers that are left or right wing then they can do so.

5) Do you agree with his view that broadcast news should have less regulation so that TV channels can support particular political parties or people?


I disagree with this as TV channels which present the news are extremely popular and have a lot of viewer ship and therefore have to remain unbiased. The balance which these TV channels give can allow the audience to make their own opinions on the matter through the 'balance' of both sides which media companies such as the BBC give. Allowing the audience to think of themselves is an important factor then to just feed them biased information based around a companies ideologies.

Write an essay on your blog answering the following question:


What are the arguments for and against statutory regulation of the newspaper industry? 


Your answer should be at least 750 words and feature a minimum of five paragraphs.

Comments on newspaper regulation essay:

·         Good to see a clear opinion and your argument is valid: the phone hacking scandal should have been covered by the law and arguably is not a regulatory matter.
·         Think about your use of language: ‘Press writers like Rupert Murdoch…’ – he is not a press writer! He is an owner and that’s a big difference. Language matters!
·         I would avoid exclamation marks in essays and exam answers – it is a little informal and not sufficiently academic for A Level.
·         It reads like you’re suggesting Murdoch personally deleted voicemails in the Millie Dowler investigation – this would have been News of the World journalists, not the owner.
·         Your paragraph on accountability journalism starts well but then doesn’t make sense. There’s a good argument around freedom of speech and the need for a free press but I don’t think you can argue that regulation would mean newspapers print whatever they like as they’d be protected by regulation – this doesn’t make sense.
·         Great use of ‘marking your own homework’ but I’d say the other side of the argument needs a bit more development in terms of ethical arguments.
·         Now we’ve studied the Daily Mail (and later the i newspaper) you will need to build examples from these CSPs into any essay answers on the newspaper industry.

·         As your learner response, pick out three improvements/changes you can make to your essay on newspaper regulation.
